No, maybe the person who only got 9,000 votes faked enough for themselves that they'd have a majority, and the cranked out wheelbarrow fulls of votes for the opposition (who got 1,600x # of votes as voters) to make it seem like they rigged the election so that you can say they should be disqualified, and claim legitimacy because you have enough votes that you would've had a majority with no cheating. 60+% voter turnout in a country like Liberia, in 1927? Heck over these last 4 years it's been rather fascinating to see just how easily someone can change any subject, no matter what it is, to be about Trump or the Republicans in general or Putin in some way.
