No, maybe the person who only got 9,000 votes faked enough for themselves that they'd have a majority, and the cranked out wheelbarrow fulls of votes for the opposition (who got 1,600x # of votes as voters) to make it seem like they rigged the election so that you can say they should be disqualified, and claim legitimacy because you have enough votes that you would've had a majority with no cheating. 60+% voter turnout in a country like Liberia, in 1927? LeBron has that MJ MVP syndrome where voters just get tired of voting for him.
