In East Germany you could only vote for the ruling party and a few smaller parties that always voted in line with the ruling party, but you could vote. And even in systems like these they felt the need to rig elections. In 1989 the East German ruling party decided amidst large protests for change to the election system, to rig the local elections. That (along with changes happening in the Soviet Union, Poland etc) set off the events that would lead to the end of the GDR. Appearances are important. You aren't a failed democracy or a dictatorship if you have elections. Communist countries like East Germany had elections and parliaments. The parliaments even voted on laws.
